SharePoint Designer 2007 workflow is scoped on a List by List basis. The only way to make SPD generated workflow semi-portable is to save the entrie site as a template (stp), backup the site and restore it to an empty site or export the site and import it to an empty site. The official statement from Microsoft, states that SPD workflow is not portable at all.
